The Jaguars have signed 25-year old QB Brett Ratliff to the practice squad.  Ratliff played in all four pre-season games for the Browns this year and he completed 18 of 34 passes (52.9%) for 154 yards with 0 TD passes and 2 INTs (40.6 QB Rating).  Ratliff also carried the ball 4 times for 11 yards (2.8 ypc) this pre-season.  Ratliff will serve as the Jaguars #3 QB in 2010.  He is not battle tested though as he has yet to appear in a regular season game in the NFL.
